El 6 de diciembre de 2024, el Consejo de la Unión Europea adoptó conclusiones sobre el Libro Blanco de recomendaciones realizado por la Comisión Europea, titulado “¿Cómo gestionar las necesidades de infraestructura digital de Europa?”. El documento establece que el sector de las comunicaciones electrónicas se ha visto sacudido por grandes transformaciones impulsadas por el rápido progreso tecnológico, como viene sucediendo con el panorama digital general en el último decenio.
A raíz del Libro Blanco y de los recientes informes de Mario Draghi y Enrico Letta, el Consejo hizo foco en el fomento de la innovación, la garantía de seguridad y resiliencia, la promoción de una competencia leal y el impulso de las inversiones en infraestructuras digitales para avanzar en los objetivos de competitividad y transformación digital de la UE. También menciona la posible convergencia entre la nube y las telecomunicaciones en el ecosistema digital y la consolidación del mercado.
Por último, también se tratan asuntos relacionados con la regulación y la necesidad de tener en cuenta las particularidades de los Estados miembros, la competencia y el bienestar de los consumidores en el contexto de la migración del cobre a la fibra.
